Exempts community colleges from the North Carolina E-Procurement Service, allowing them to operate independent procurement systems.

Removes community colleges from the Department of Administration's electronic procurement training program provisions.

Removes community colleges from the state procurement card program, which was previously available to state agencies, community colleges, and UNC constituent institutions.

Repeals expired provisions of G.S. 143-48.3(f) that allowed state entities and community colleges operating electronic procurement systems prior to September 1, 2001, to continue independently until May 1, 2003.

Becomes effective July 1, 2011.
