Adds exemption to odometer mileage report requirements for vehicles sold by manufacturers directly to State agencies, units of local government, volunteer fire departments, or volunteer rescue squads that conform to federal government contract specifications.

Establishes that the retail value of vehicles transferred by manufacturers to State agencies, units of local government, volunteer fire departments, or volunteer rescue squads is the sales price paid by the purchasing entity, rather than market value.

Aligns with existing provision for State agencies assisting the U.S. Department of Defense by allowing the same sales price valuation method for direct manufacturer sales to government entities and volunteer organizations.

Effective upon becoming law with no specified date restrictions.
