Senate Bill 547 Summary

• Creates the North Carolina Human Trafficking Commission within the Department of Administration with powers to research human trafficking, educate law enforcement and the public, recommend policies and legislation, and develop regional response teams.

• Establishes an 18-member commission appointed by the Governor (6 members), President Pro Tempore of the Senate (6 members), and Speaker of the House (6 members) from law enforcement, legal services, social services, and nonprofit organizations.

• Members serve two-year terms with initial appointments beginning September 1, 2011, and shall meet at least four times per year with a majority constituting a quorum.

• Appropriates $100,000 for fiscal year 2011-2012 and $100,000 for fiscal year 2012-2013 to support the commission's operations.

• Becomes effective July 1, 2011.
