Establishes the North Carolina Progress Board as an independent body administratively located at North Carolina State University, consisting of 14 members including the Governor, 7 gubernatorial appointees, 3 House-appointed members, and 3 Senate-appointed members.

Board shall track progress on eight issue areas: Healthy Children and Families, Quality Education, High Performance Workforce, Prosperous Economy, Sustainable Environment, Technology and Infrastructure, Safe Communities, and Active Citizenship/Accountable Government.

Requires the Board to submit a comprehensive report to North Carolinians every five years beginning in 2012, and submit progress reports to the General Assembly prior to each odd-numbered year regular session.

Board responsibilities include encouraging discussion of social and economic trends, holding public hearings, conducting policy research and benchmarking studies, and recommending how targets and milestones can increase government accountability.

Designates the Chancellor of North Carolina State University to appoint an Executive Director, with support staff to be provided by the Executive Director and other Executive Branch agencies as requested; effective July 1, 2011.
