Clarifies that personnel records disclosures regarding salary changes, promotions, demotions, transfers, and suspensions apply only to actions taken on or after October 1, 2007.

Specifies that information about dismissals, suspensions, and demotions for disciplinary reasons applies only to actions taken on or after October 1, 2010.

Amends disclosure requirements for state agencies, local boards of education, community colleges, water authorities, counties, cities, and other public authorities to include these retroactive date limitations.

Clarifies that copies of written dismissal notices are only required if such notices were created, and does not require agencies to create dismissal notices if not otherwise required by law.

Takes effect upon passage of the bill.
