Adds definitions of "Collection Receptacle" (unattended box used to solicit clothing, household goods, and miscellaneous items) and "Maintenance" to the charitable solicitations law.

Requires licensed charitable organizations soliciting donations through collection receptacles to display permanent signs on all sides with the charity's name, phone number or email, printed in letters at least 3 inches tall and 1/2 inch wide in contrasting colors.

Requires non-charitable organizations operating collection receptacles to display signs stating "This is not a charity. Donations made here support a for-profit business and are not tax deductible" along with contact information, using the same size and visibility standards.

Allows donors to request documentation of tax-exempt status and licenses from charitable organizations and non-profit operators upon request.

Effective October 1, 2011; does not prevent local governments from imposing additional requirements.
