Expands special emphasis inspection program reporting requirements to include number of inspections conducted, employer identities, citations issued, fines assessed, selection criteria, and reasons for non-inspection of qualified employers.

Broadens definition of "agricultural employment" to include tree planting and clarifies that operators and persons contracting with operators for migrant labor are subject to migrant housing standards.

Establishes comprehensive new migrant housing standards including requirements for working phones, locked toilet facilities with privacy walls, washing machines/dryers, kitchen facilities, visitor access rights, and prohibits charging for heat/fuel.

Creates new protections against retaliation for migrant workers exercising rights under labor laws and allows civil action enforcement of migrant housing standards.

Adds requirements for pesticide application records documenting worker reentry timing and location, increases penalties for serious pesticide violations up to $20,000-$100,000, and requires prompt toilet access for poultry processing plant employees.

Requires Department of Labor to adopt rules preventing heat illness in agricultural workers with standards for water access, shade, training, emergency communication, and protocols for high-heat conditions.
