Directs the Environmental Review Commission to study statutory models for establishing, operating, and financing water and sewer service organizations in North Carolina.

Requires the Commission to examine six specific statutory models: Sanitary Districts, Water and Sewer Authorities, Metropolitan Water Districts, Metropolitan Sewerage Districts, County Water and Sewer Districts, and similar organizations.

Mandates the Commission determine whether the number of statutory models should be reduced and consolidated, considering impacts on existing organizations' operations and financing.

Requires the Commission to report findings and recommendations to the 2012 Regular Session of the General Assembly.

Effective upon becoming law.
