Authorizes the Division of Motor Vehicles to produce a "First in Turf" special registration plate for registered vehicle owners in North Carolina.

Plate cannot be issued unless the Division receives at least 300 applications for it.

Sets the additional fee for the "First in Turf" plate at $30.00 above regular motor vehicle registration fees.

Directs quarterly transfer of revenue from "First in Turf" plate sales to the Center for Turfgrass Environmental Research & Education at North Carolina State University for turfgrass research and education.

Becomes effective July 1, 2011.
