Creates the Expenditure Control Compliance Committee consisting of the State Budget Officer (chair), State Controller (vice-chair), State Treasurer, Secretary of Health and Human Services, and State Chief Information Officer to coordinate enterprise-wide fraud and waste detection across state agencies.

Committee shall focus on detecting fraud, waste, and improper payments in Medicaid, health care claims, unemployment insurance, workers' compensation, revenue and tax collection, and discretionary grants.

Committee will solicit agency proposals, approve fraud-prevention projects, utilize advanced analytical technology, and establish return-on-investment metrics for programs funded through the Enterprise Fund.

Appropriates $4,000,000 for fiscal year 2011-2012 and $4,000,000 for fiscal year 2012-2013 to the Office of State Budget and Management to fund the Committee and develop enterprise-wide fraud detection systems.

Requires quarterly reports to the Joint Legislative Commission on Governmental Operations detailing identified projects, program activities, and benefits; Committee terminates December 31, 2016.
