Removes requirement for chief judges to establish local intake procedures for delinquency and undisciplined complaints by administrative order.

Allows juvenile court clerks to draw petitions and assist complainants in communicating with juvenile court counselors when the counselor is unavailable, with counselor approval.

Transfers oversight responsibility for county juvenile detention centers from the Secretary of Health and Human Services to the Secretary of Juvenile Justice and Delinquency Prevention.

Authorizes the Secretary of Juvenile Justice and Delinquency Prevention to develop standards for local jails to serve as temporary holdover facilities for juveniles pending placement in approved detention homes.
