Authorizes the State Board of Education to adopt rules establishing a fee schedule for teacher licensure services, replacing the previous fixed fee structure.

Sets maximum allowable fees for various certification services, including increases from $30 to $45 for demographic/administrative changes and duplicate certificates, from $55 to $80 for renewals and initial applications, and from $85 to $125 for out-of-state certificates.

Requires the State Board to periodically review fees to ensure revenues do not exceed actual costs of providing licensure services and to reduce fees if they do exceed costs.

Mandates an online licensure management system with options for lower fees for electronic applications and free online services for name changes, address changes, and electronic document copies.

Becomes effective July 1, 2012.
