Clarifies that the Administrative Office of the Courts is a custodian of court records under North Carolina's public records law (G.S. 132-1).

Establishes that court records maintained by the Director are public records that must be provided in their entirety upon request, except where statutory exemptions apply.

Requires third parties seeking remote electronic access to court records to pay only the actual cost of reproduction to the State Treasurer, with payment being the sole requirement for access.

Specifies that funds collected from reproduction costs shall be deposited into the Court Information Technology Fund established in G.S. 7A-343.2.

Effective upon becoming law.
