Prohibits the Director of the Budget and Department of Health and Human Services from reducing Medicaid provider reimbursement rates to backfill Federal Medical Assistance Percentage (FMAP) funds for fiscal year 2010-2011.

Increases employer contribution rates for state retirement systems effective July 1, 2010, raising Teachers and State Employees rate from 9.15% to 10.51% and State Law Enforcement Officers rate from 14.15% to 15.51% of covered salaries.

Removes the temporary 1.36% reserve contributions to the Office of State Budget and Management that were previously required to be transferred to the Retirement System.

Effective upon becoming law, ratified March 21, 2011.
