Adds duties to the Director of the Administrative Office of the Courts, including establishing an Internal Audit Division, issuing emergency identification cards, and prescribing policies for magistrate assignments and interpreter compensation.

Requires annual reports on North Carolina Business Court activities to include case statistics, pending case ages, and expenditures.

Clarifies that clerks may release funds or bonds held under lien claims upon receipt of written party agreement, final judgment, or consent order.

Changes custody mediation requirement from mandatory to discretionary waiver when a party resides more than 50 miles from court, and makes Dispute Resolution Commission fees nonreverting funds.
