Requires secured parties to release security interests in vehicle titles within the earlier of 10 days after demand or 30 days from the date of satisfaction, replacing the previous "within 10 days after demand and in any event within 30 days" language.

Restricts use of franchised motor vehicle dealer license plates to vehicles that are part of dealer inventory, not consigned, covered by liability insurance, and not used in other business ventures.

Allows dealer license plates to be displayed only when the vehicle is driven by officers, sales representatives, employees of the dealer, contractors, or immediate family members of dealer personnel conducting authorized business purposes.

Effective August 1, 2011, applying to offenses committed and security interests satisfied on or after that date.
