Restricts local law enforcement officers from conducting enforcement operations on interstate highways, limiting this authority to state law enforcement agencies only.

Allows local law enforcement to enforce traffic laws on interstates only when: (i) responding to a request for assistance from a state law enforcement officer, (ii) responding to an emergency situation within their jurisdiction, or (iii) investigating a crash within their jurisdiction.

Modifies G.S. 20-114 to add these exceptions to the general prohibition on local enforcement actions on interstate highway routes.

Effective upon becoming law with no retroactive effect on prosecutions for offenses committed before the act's effective date.
