Amends North Carolina employment security laws to implement a three-year look back period for federally funded extended unemployment benefits as authorized by Section 502 of the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010 (P.L. 111-312).

Adds new eligibility criteria for extended benefits during high unemployment periods, requiring either insured unemployment of 120% of the average for corresponding 13-week periods in the preceding three calendar years (and at least 5%) or total unemployment of 6.5% or higher.

Modifies extended benefit amounts during high unemployment periods by increasing the maximum payment from 50% to 80% of regular benefits and from 13 weeks to 20 weeks of the individual's weekly benefit amount.

Applies these provisions to weeks of unemployment beginning after December 17, 2010, and ending on or before December 31, 2011.

Becomes effective upon enactment and expires January 1, 2012.
