Establishes the Hamilton C. Horton Jr. Independent Redistricting Commission, an 11-member body composed of 4 members from the largest political party, 4 from the second largest party, and 3 unaffiliated members, to handle redistricting for state legislative and congressional districts effective January 1, 2013.

Removes redistricting authority from the General Assembly and transfers it to the Independent Redistricting Commission, which must adopt plans for Senate districts, House districts, and U.S. House districts by October 1 following each decennial census.

Prohibits the Commission from considering political affiliation of voters, voting data from previous elections, incumbent residences, and non-Census demographic data when preparing redistricting plans.

Establishes a screening and appointment process involving county election directors, state legislative leaders, and random drawing by the State Board of Elections to select Commission members who meet strict eligibility requirements and cannot hold elective office for three years after service.

Requires voter approval of these constitutional amendments at the November 2012 statewide general election for the provisions to become effective.
