Prohibits state and local governments from confiscating or seizing lawfully possessed firearms, ammunition, or components during a declared or undeclared state of emergency.

Prohibits imposition of additional restrictions or prohibitions on the possession, carrying, transportation, sale, purchase, storage, or use of lawfully possessed firearms or ammunition during a state of emergency.

Exempts persons lawfully in possession of firearms, ammunition, or components from restrictions that would otherwise apply during emergencies under G.S. 14-288.7.

Amends emergency ordinance authority to clarify that restrictions on dangerous weapons and substances are subject to the firearm protections established in the bill.

Becomes effective December 1, 2011.
