Requires state agencies to include in environmental impact statements any significant adverse impacts affecting farms, including loss of farmland acreage, interference with farm operations, and obstruction of farm equipment access.

Mandates that environmental impact statements identify measures to avoid, minimize, and mitigate adverse impacts to farms and present alternatives to the proposed action.

Applies the definition of "bona fide farm purpose" from G.S. 153A-340 when evaluating impacts on farming operations.

Takes effect upon enactment and applies to all environmental impact statements prepared on or after the effective date.
