Expands the Rendering Act to regulate waste kitchen grease collection, requiring collectors to obtain a license from the Commissioner of Agriculture before conducting collection or transportation operations.

Establishes licensing fees of $100 for initial application and $100 annual renewal for waste kitchen grease collectors, with licensure valid for one year.

Requires waste kitchen grease collectors to maintain records for two years documenting sources, quantities, dates, and destinations of collected grease, and to display their license number on vehicles used for transportation.

Creates a new felony offense for theft of waste kitchen grease valued over $1,000 and misdemeanor offense for theft valued at $1,000 or less, with presumption that labeled containers are owned by the person named on them.

Increases rendering plant license application fees from $50 to $100 with annual renewal requirements, adds $1,000,000 general liability insurance requirement, and exempts farmers collecting waste kitchen grease for farm-related use from licensing requirements.
