Requires the State Health Plan for Teachers and State Employees to refund premiums paid during months when subscribers or dependents were not actually covered due to ineligibility.

Allows the Plan to deduct ineligible claims paid during uncovered periods and reasonable administrative costs related to late notification of coverage changes from any refund amount.

Permits subscribers to remain liable for claim reimbursements to the Plan even if they receive a premium refund for periods without coverage.

Exempts the Plan from refund requirements in cases involving fraud.

Effective date: April 1, 2011.
