Establishes Class 3 misdemeanor for allowing turkeys, geese, chickens, ducks, or other domestic fowls to run at large on another person's cultivated land, gardens, or ornamental areas after receiving actual or constructive notice.

Creates Class 3 misdemeanor for allowing domestic fowls to run at large on a commercial poultry operation after receiving actual or constructive notice; defines commercial poultry operation as premises where domestic poultry are kept for meat or egg production.

Makes it a Class 3 misdemeanor for commercial poultry operation owners or operators to allow their fowls to run at large on adjoining property after receiving actual or constructive notice.

Grants magistrates discretion to order law enforcement to kill fowls running at large after the owner has received three days' notice and persists in violation by refusing to confine them.

Effective December 1, 2011, and applies to offenses committed on or after that date.
