Requires law enforcement officers to attempt to determine immigration status during lawful stops or detentions when reasonable suspicion exists that a person is an unlawfully present alien, except when such determination might hinder investigations.

Mandates that any person arrested must have their immigration status determined before release, and requires law enforcement to request federal detainers for verified unlawfully present aliens.

Criminalizes transporting, concealing, harboring, or encouraging unlawfully present aliens for commercial advantage or private financial gain as a Class 1 misdemeanor (Class G felony if involving 10 or more aliens).

Requires state and local agencies to verify lawful U.S. presence before providing public benefits to applicants 18 years or older through affidavit and the SAVE program verification system.

Prohibits state and local agencies from adopting policies that limit immigration law enforcement and permits any resident to sue for violations, with courts authorized to impose civil fines of $500-$5,000 per day the policy remains in effect.
