Division of Water Quality in the Department of Environment and Natural Resources shall study issues regarding reclaimed water use and current permitting requirements for wastewater and reclaimed water discharge.

Study shall examine possible revisions to the permitting system to accommodate and encourage beneficial use of reclaimed water while protecting the environment and public health.

Division of Water Quality shall conduct the study in conjunction with stakeholders and provide them opportunity to express concerns, comments, and suggestions.

Division shall report findings, recommendations, and any legislative recommendations to the Environmental Review Commission by December 31, 2011.

Act becomes effective upon enactment.
