Petitions Congress to submit a balanced budget amendment to the U.S. Constitution to the states for ratification, requiring the President to submit and Congress to adopt a balanced federal budget each fiscal year with certain exceptions.

Makes application to Congress to call a constitutional convention under Article V for the specific and exclusive purpose of proposing a balanced budget amendment if Congress does not act within 90 days of two-thirds of state legislatures making similar applications.

Automatically withdraws the convention application if Congress submits a similar balanced budget amendment to the states within 90 days of receiving applications from two-thirds of state legislatures.

Voids the convention application if the convention is not limited to the stated purpose or if the Supreme Court rules that a convention cannot be limited to that subject matter.

Directs the Secretary of State to transmit copies of this act to Congressional leaders and the North Carolina Congressional Delegation to communicate the General Assembly's position on federal fiscal responsibility.
