Allows members of the Armed Forces on active duty outside North Carolina to be considered state residents for purposes of obtaining hunting, fishing, trapping, and special activity licenses.

Applies to eight specific license types: Coastal Recreational Fishing, Combination Hunting and Inland Fishing, Sportsman, Hunting, Special Activity, Trapping, Hook-and-Line, and Unified Hunting and Fishing licenses.

Extends existing residency provisions that previously applied only to military personnel stationed at facilities within North Carolina to those serving on active duty outside the state.

Becomes effective July 1, 2011.
