Prohibits the Program Evaluation Division of the General Assembly from using appropriated funds to evaluate North Carolina's Agricultural Research System, the Division of Research Stations, or the 18 agricultural research stations and research farms for fiscal years 2010-2011, 2011-2012, and 2012-2013.

Finds that the General Assembly previously rejected proposals in 2007 and 2008 to consolidate, downsize, or transfer agricultural research stations to another state department or university.

States that the General Assembly instead directed development of a comprehensive strategic plan by North Carolina State University, North Carolina Agricultural and Technical State University, and the Commissioner of Agriculture, which is currently in progress.

Asserts that further Program Evaluation Division studies would distract from the ongoing strategic planning effort and cause unnecessary confusion among farmers, agribusiness operators, and state officials.

Effective upon passage into law.
