Establishes a 17-member Joint Legislative Study Commission on Modernizing the Regulation of Pawnbrokers, Precious Metals Businesses, and Scrapyards to examine and consolidate scattered state statutes.

Commission membership includes 4 senators, 4 representatives, 4 local law enforcement officers (2 from rural and 2 from urban counties), 1 scrapyard operator, 2 precious metals dealers, 1 pawnbroker, and the Attorney General or designee.

Commission aims to increase detection of stolen property sales, improve comprehensibility of existing regulations, and centrally locate all related statutes in a single statutory chapter or article.

Commission must report findings to the 2012 Regular Session of the General Assembly and may exercise powers under existing statutes with professional and clerical support provided by the Legislative Services Commission.

Appropriates $30,000 from the General Fund for fiscal year 2011-2012 to support the commission's operations, effective July 1, 2011.
