Allows disclosure of a legislator's or public servant's public position in agendas and documents for meetings, conferences, or similar events when the disclosure could reasonably be considered material to attendees.

Modifies G.S. 138A-31(b) to permit mentioning public positions in nongovernmental advertising under specific exceptions including political advertising, news articles, directories, biographical listings, charitable solicitations, and customer/client disclosures.

Revises lobbyist principal reporting requirements under G.S. 120C-403 by eliminating itemized reporting of individual lobbyist payments and consolidating all lobbying payments into a single cumulative annual amount.

Requires lobbyist principals to report cumulative payments for lobbying-related activities including research, drafting communications, monitoring legislative action, and relationship-building activities separately from direct lobbying expenditures.

Becomes effective October 1, 2011, and applies to all reports filed on or after that date.
