Restricts extraterritorial jurisdiction (ETJ) powers of municipalities to property developed for urban purposes only, as defined in state law.

Maintains existing distance limits for ETJ: one mile for cities under 10,000 population, two miles for cities with 10,000-25,000 population, and three miles for cities with 25,000+ population.

Prohibits municipalities from including land or property within their ETJ area for environmental impact assessments on watersheds for regulatory or statutory purposes.

Requires county commissioner approval before a city can exercise ETJ powers beyond the one-mile default limit.
