Creates an exemption to riparian buffer requirements (15A NCAC 02B .0233) for private properties in the Neuse River and Tar-Pamlico River Basins that were platted and recorded before August 1, 2000.

Exemption applies only when federal law does not require the buffer and there is no imminent threat to public health or safety.

Exemption requires that property use comply with all rules and laws applicable to the property before August 1, 2000, except for the riparian buffer rule itself.

If an exempted property is converted to a use that no longer complies with the exemption criteria, the riparian buffer requirements become applicable again.

Effective upon enactment into law.
