Requires agencies to notify each county's governing unit that will be impacted by a proposed rule and publish in at least one newspaper of general circulation in each affected county with specific instructions for internet access to the notice of text published in the North Carolina Register.

Mandates public hearings be held within 60 miles of each county that will be impacted by a proposed rule when a resident from that county timely submits a written request for a public hearing.

Applies to all rules adopted on or after the date the act becomes law.
