Requires that environmental rules be adopted only when best available scientific data indicates the rule is needed for the Department to protect the environment.

Mandates the Department develop a specific plan for conducting a future environmental audit before publishing any proposed environmental rule in the North Carolina Register.

Requires the Department to prepare an economic impact statement for each county affected by a proposed environmental rule before publication.

Establishes that stakeholder committees for proposed environmental rules must have at least 80% of members employed in the private sector, residing in affected areas, with relevant experience and understanding of the rule's impacts.

Requires environmental audits to consider scientific developments since the rule's adoption and mandates amendments when warranted; becomes effective September 1, 2011.
