Clarifies that regular employees of duly licensed debt collection agencies are exempt from obtaining a collection agency permit under North Carolina General Statute 58-70-1.

Modifies the language to specify that the exemption applies to employees of agencies "licensed pursuant to this Article" rather than simply "in this State."

Maintains existing penalties: operating a collection agency without a permit remains a Class I felony, and officers or agents knowingly participating in violations remain subject to Class 1 misdemeanor penalties.

Effective upon becoming law, ratified June 18, 2011.
