Adds a new license category for natural hair care teachers requiring two years of work experience as a natural hair care specialist or 320 hours of curriculum completion, plus passage of a Board-conducted examination.

Extends the grandfathering deadline for existing natural hair care specialists from the original effective date to July 1, 2011, allowing them to become licensed by submitting proof of two years of practice and passing a practical examination instead of completing full training requirements.

Modifies continuing education requirements to clarify that licensees with 20+ consecutive years of experience in their profession are exempt from continuing education, removing a requirement that they report completed classes to the Board.

Provides that cosmetic art shops practicing only natural hair care have one year from the bill's effective date to comply with licensing requirements, with non-applicants required to complete all standard training and examination requirements.

Changes the effective date for the natural hair care provisions from July 1, 2010 to July 1, 2013.
