Requires agencies controlling the State Legislature and State Government Complex to purchase and deploy security measures including weapon detection systems, X-ray technology, camera monitoring systems, and controlled traffic access to prevent vehicle attacks.

Mandates agencies maintain at least one emergency medical technician on staff or on call at each location at all times, offer first aid and CPR training to employees, and deploy automated external defibrillators at accessible sites.

Appropriates $1,000,000 to the Legislative Services Commission for the State Legislature to comply with security and emergency medical requirements.

Appropriates $5,000,000 to the Department of Administration for the State Government Complex, with up to $1,000,000 designated for building a covered walkway connecting the Legislative Building with the Legislative Office Building.

Becomes effective July 1, 2011.
