Amends the State Health Plan for teachers and state employees to exclude coverage for abortion procedures, effective July 1, 2011.

Establishes three exceptions to the abortion coverage exclusion: pregnancies resulting from rape or incest, medical emergencies where the pregnancy endangers the mother's life, and procedures to remove a dead fetus.

Clarifies that "abortion procedures" does not include procedures related to miscarriage.

Applies to benefits described in G.S. 135-45.6 through G.S. 135-45.11, making abortion procedures non-covered expenses under the state health plan.
