Applies to Congress to call a constitutional convention under Article V of the U.S. Constitution for the limited purpose of proposing an amendment allowing repeal of any federal law or regulation by a two-thirds vote of state legislatures.

Authorizes the Secretary of State to transmit copies of the act to the Speaker and Clerk of the U.S. House of Representatives, the President and Secretary of the U.S. Senate, and North Carolina's Congressional Delegation to inform them of the General Assembly's position.

Includes automatic repeal provision if the application is used to call a convention for any purpose other than the specific amendment proposed in this act, or to conduct amendments not authorized by the General Assembly.

Delegates to any such convention shall be selected according to procedures established by individual state legislatures.

Effective upon becoming law.
