Requires 60 hours of documented driving time (including 10 nighttime hours) with a supervising driver before obtaining a Level 2 limited provisional license, with no more than 10 hours per week counting toward the requirement.

Requires 12 hours of documented driving time (including 6 nighttime hours) before obtaining a Level 3 full provisional license, with supervision required outside normal unsupervised driving windows.

Modifies Level 2 restrictions to require driving "directly" to or from work and volunteer emergency service activities, clarifying these must be direct routes.

Establishes immediate 30-day civil license revocation for provisional licensees charged with criminal moving violations, without requiring surrender of the physical license document.

Requires the Division of Motor Vehicles to report by February 1, 2014, on whether teen crash rates, injury rates, fatalities, and moving violations have decreased since the law's effective date of October 1, 2011.
