Applies to Congress to call a constitutional convention under Article V for the limited purpose of proposing an amendment requiring equal application of laws to citizens and members of Congress.

Repeals itself and withdraws the application if used to call a convention for any purpose other than the specified amendment or other amendments also requested by the North Carolina General Assembly.

Directs the Secretary of State to transmit copies to the Speaker and Clerk of the U.S. House, President and Secretary of the U.S. Senate, and North Carolina's Congressional Delegation.

Provides that delegates to the convention shall be selected according to procedures established by state legislatures.

Becomes effective upon enactment.
