Enacts the "Agreement Among the States to Elect the President by National Popular Vote" into North Carolina law, allowing North Carolina to join an interstate compact with other states.

Requires each member state to conduct a statewide popular election for President and Vice President and appoint presidential electors based on the national popular vote winner rather than the state's own popular vote results.

Takes effect when states collectively possessing a majority of electoral votes (270 of 538) have enacted the same agreement, at which point member states' electoral votes will be awarded to the presidential slate winning the national popular vote.

Allows member states to withdraw from the compact, except that withdrawals within six months of the end of a presidential term do not take effect until after the next term begins.

Designates the State Board of Elections as the chief election official responsible for certifying election results and communicating them to other member states, and the Governor as the official who certifies the appointment of presidential electors.
