Proposes constitutional amendment to change North Carolina State Board of Education from 17 members to 19 members, replacing the Lieutenant Governor with the President of the Senate and adding three members appointed by the Senate and three by the House of Representatives.

Reduces gubernatorial appointees from 11 to 8 members and adds the Presidents of The University of North Carolina and the North Carolina System of Community Colleges as ex officio members.

Establishes four-year overlapping terms for Senate and House-appointed members, while gubernatorial appointees retain eight-year terms divided into four classes.

Limits public school employees to not more than two appointive positions and prohibits spouses of public school or Department of Public Instruction employees from serving.

Amendment to be submitted to voters at the November 6, 2012 general election, with implementation beginning July 1, 2013 if approved.
