Authorizes the Legislative Research Commission to study the consolidation of special districts in North Carolina.

Requires review of laws relating to creation and operation of special districts and examination of whether consolidation would improve effectiveness and efficiency of local service delivery.

Directs the LRC to recommend any statutory changes needed to consolidate special districts effectively and efficiently.

LRC shall provide an interim report to the General Assembly when it reconvenes for the 2012 Regular Session and a final report to the 2013 General Assembly, both including any proposed legislation.

Funding for the study shall be allocated from appropriations made to the General Assembly.
