Establishes minimum procedural protections for dismissal of career municipal law enforcement officers, requiring just cause and notice with opportunity to be heard before disciplinary action.

Requires municipalities to establish an impartial hearing officer or review board to hear appeals of disciplinary actions, with officers having rights to representation, present evidence, call witnesses, and cross-examine accusers.

Mandates all hearings be recorded, with parties bearing costs of copies or transcripts; allows rules of civil procedure and evidence but does not require them.

Requires each municipality employing law enforcement officers to adopt an ordinance defining just cause, establishing review board composition and powers, and addressing dismissals and grievances.

Applies to municipal law enforcement agencies including unified city-county government police agencies, but excludes state employees, county officers, school board, campus police, and special police agencies; becomes effective December 1, 2011.
