Authorizes local boards of education to enter into contracts for selling advertising space on the exterior sides of school buses.

Prohibits advertisements for tobacco products, alcohol products, political advocacy, and religious content.

Requires advertisements to not interfere with reflective materials, warning equipment, or student safety, and must receive prior board approval.

Directs school superintendents to use advertising proceeds to pay bonuses to exemplary teachers as an incentive to retain them in the classroom.

Becomes effective upon enactment and applies beginning with the 2011-2012 school year.
