Direct the Department of Environment and Natural Resources, Clean Water Management Trust Fund, Department of Commerce, Office of Information Technology Services, and Rural Economic Development Center to jointly design and implement a statewide water and wastewater infrastructure database by July 1, 2013.

The database shall consolidate and integrate information on water and wastewater infrastructure needs, resources, and funding in a user-friendly format accessible to applicants, government agencies, and policymakers.

The database shall track current and proposed infrastructure projects, including total project costs, state and local funding amounts, funding sources, project descriptions, and status updates.

The Department of Environment and Natural Resources shall serve as lead agency and may partner with the Environmental Finance Center at UNC-Chapel Hill and other stakeholders.

The Department shall submit progress reports to the Environmental Review Commission, Joint Legislative Commission on Governmental Operations, and Fiscal Research Division by October 15, 2011, January 15, 2012, and March 15, 2012, with the final report including implementation costs and any required legislative changes.
