Encourages all North Carolinians to celebrate Cinco de Mayo on May 5, honoring Mexico's victory over French forces at the Battle of Puebla in 1862.

Recognizes the cultural significance of Cinco de Mayo for North Carolinians of Mexican, Hispanic, and Latino ancestry and celebrates their contributions to the state's culture and economy.

Notes that North Carolina's Hispanic population increased by 110% according to the 2010 Census and is among the five states with the largest growth in Hispanic population percentage.

Acknowledges Hispanic and Latino small business entrepreneurs as one of the fastest-growing groups of business owners in North Carolina's economy.

Urges all North Carolinians to join in celebrating Cinco de Mayo and recognizing the state's ethnic groups and their contributions to North Carolina and the United States.
