Requires all Work First Program participants in Job Search/Job Readiness activities to perform a minimum of four hours per month of Community Service work or the maximum allowed under the Fair Labor Standards Act, whichever is less, with reasonable accommodations provided for individuals with disabilities.

Limits Job Search/Job Readiness activities to no more than 12 weeks per year, with a maximum of 8 consecutive weeks, after which additional Community Service hours must be performed.

Exempts all vehicles owned or leased by household members from resource calculations for public assistance eligibility, with a combined exemption limit of $15,000; amounts exceeding $15,000 are counted as resources.

Changes apply to Standard and Electing counties in the Work First Program, effective October 1, 2011, for new Mutual Responsibility Agreements entered into on or after that date.
